Can a computer refuse to recognize WD My Passport?

Is there a way to recover data from a WD My Passport drive that shows up as unrecognized by the computer? The drive seems to be powered on, but it doesn’t appear in file explorer or disk management. Any tool to troubleshoot this issue?
