Help with accessing files transferred via passport from old PC to new PC

in an attempt to make an easy transfer of files from an old PC (XP) to a new PC ( Windows 7) I transferred the files to the passport drive, and then loaded them to the new PC.

When my  Father Inlaw went to open the files, on the new PC, a message popped up saying he did not have permission from the administrator to access the files. He is the administrator  for the PC.

Do  I need to bypass the password set up on the backup drive and retransfer the files?

It’s probably the Windows 7. Windows 7 and Vista were a pain with the permissions and ownership. Right click the folder and select properties and select allow everybody. You might want to do a web search for Permissions and Take Ownership for Windows 7. I can’t remember all the steps.
